What are Non-Tariff Barriers?

Any restriction imposed on the free flow of trade is a trade barrier. Trade barriers can either be tariff barriers, that is a levy of ordinary customs duties or non-tariff barriers, that is any trade barriers other than tariff barriers.

Types of Non-Tariff Barriers

Import Policy Barriers

Standards, Testing, Labeling and Certification requirements

Anti-dumping & Countervailing Measures

Export Subsidies and Domestic Support

Government procurement

Services barriers

Lack of adequate protection to Intellectual Property Rights

AF&PA's position on Non-tariff Barriers

AF&PA supports eliminating all non-tariff barriers, as they are barriers to free and fair trade.  Elimination of non-tariff barriers consecutively with tariffs is necessary as non-tariff barriers can erode gains made by elimination of tariffs. If all non-tariff barriers are not eliminated then AF&PA supports elimination of non-tariff barriers on a sectoral basis.
